When sending Bitcoins. Dose the receiving wallet have to be online..

Long answer: No, because it might not get broadcast immediately if the network has high latency or your ISP is having temp. issues.

Safest way is to make sure you have multiple open connections in the client & wait 10-20 sec or more after sending the BTC before closing.
