Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

We certainly know there's no fraction when transfering CENT, but there's no such limitation in trading on Bter.com.
The side effect is that you cannot withdraw the fraction. To compensate this small potential loss to pennies customers, Bter doesn't charge withdrawal fee for pennies

We have a note for all pennies users:

Pennies (CENT) user please note: Due to the uniqueness of indivisibility, you can only withdraw an integer amount of pennies to your address. However, there's no such limitaion for trading.
