据外媒 Coindesk 报道，近日菲律宾证券交易委员会发布的新文件纰漏，
依证券登记法规定，该部门将对 Black Cell Technology Inc.、Black
Sands Capital Inc.、Black Cell Technology Limited 和 Krops 四家
公司以及 ICO 运营商下达禁令，并要求其停止业务。该部门表示，虽然
ICO 在菲律宾还未受到监管，但是根据菲律宾委员会旗下执法与投资者
保护部门发现，这些公司正以证券形式向公众出售 KROPS 数字代币，
且未向该部门进行相关申报。
