What happened:I paid 440 dollars paypal for eth and he hasn't paid me in 6 days claiming he was hacked  :

You simply never conduct currency exchanges without an escrow, unless the other party is extremely trusted or has an established website. His exchange website seems to be developed from a cheap template, and it's no surprise that he would scam for a few hundred bucks.

Conducting transaction with an escrow is a must in order for us to dodge and avoid being tricked or fooled by someone because without someone conducting transaction with no escrow, is like buying some goods or stuffs without any official receipts means there is no proof or claimed that you conduct transaction with them.

He didn't call PayPal (To my knowledge) and even if he did. I called and they said they weren't going to do anything because it was a friends and family payment  and he wasn't hacked

like i promised you because im responsible for my own account and security of it we will resolve it. i already did the best i could to directly block the paypal and emailed paypal to refund the last transactions that came in and lock my account. If i was home then i could call / login / and fix this problem. you said its non refundable but i think thats not treu paypal is very safe to work with and if i email theù i was been hacked why should they not return it ? anyway i said i will pay you the eth i only asked to help afterworths to retreive my paypal part cause i think its already sent back as they told me they investigate it and take the needed actions. i will upload the emails from pp to when im back. im lucky the most he did was on paxfull but he was stupid he forget about the disputes and contacted support on time he only emptyd my wallet + blockchain to. i did not used 2fa until now! rest is safely stored at my homedesk in offline wallets. i was on a trip this week im heading home like i told you yesterday. mobile is very had to conversate. since i saw i was been hackd i changed everything and i kept contact with you..

Did you call your bank? They must be able to cancel and refund your money.

You should have used a forum escrow. If you did, you might still have the coins and you would have found a more reliable source of PayPal funds.

It's too late for regrets of course. He has the coins now and it has been almost a month since you sent them. On top of that, he is being dismissive and unhelpful about the situation. Learn from the situation and use escrow when you next trade with someone here.

I hope you can find a way to recover your coins from him. Or get paid for them. It's the right and fair thing to do. Just like crime, dishonesty doesn't pay.

You paid the transaction with a linked card on your paypal account, didn't you?

Even if you sent as a friends and family transaction, you are able to still contact your card issuing company and see if you can reverse the transaction. Depending on your situation, they may be able to do it for you. No guarantees.

So apparently, djeezer got hacked, which is the reason why he can't pay you back. 1 month is plenty of time now, I think it's time for you to try to be a bit more proactive on your part to seek a refund from either paypal or your cc company.
