I'm having trouble finding the material used on the back of risers.

What's the black material which has one adhesive side? is it like 3M double sided tape or some special pvc electrical tape? I tried various google searches but unsuccessful.

I'm looking to use this with my motherboards, can you advise is this is safe?

Also happy to take other suggestions

As long as the material is non conductive this should be safe, I don't see any special material on the risers back, a typical foam glued and latter peel off due to GPU heat.

maybe i'll just cut up motherboard box instead, cable tie the screw holes into the cardboard

Yep, In past i had MB just lying on piece of cardboard. Better to use some spacers (any piece of plastic or few layers of cardboard) as well just to allow the air flow.
I feel we should warn you to not use the antistaic bag (have seen few people doing that) it's conductive.
