Is it safe to power 2 USB GPU risers with this 5 pin HDD/sata PSU connector?

The risers will be connected with 4pin MOLEX connector.

Yes, however double check the wire quality on your molex and wire splitters, been using this setups with my few rx 480's. but Ideal and safest is one is to one setups for molex/sata risers.

no problem, most importantly using different rail because Riser will need max 75 Watt. I also using the same schema with you, so far is everything good.

Yes, you have a similar psu that I have, I can connect 2 risers and a hdd but I don't recomend to put 3 risers you can literally burn the connectors also you must to check the connectors regularly.
