how to know if an ico is serious or not?

These can be seen by checking the website, checking the whitepaper and roadmap, look into the team and advisors and confirm their experience and background, also if it's popularity level is high and that it's been reviewed or rated by any sites. These are all key elements to see if one ICO is legit or not.

I believe  that best thing about ICO's are team. If team takes work serious then ICO also become serious

many people say all icos is nothing but a scam, not all ico is a scam if we are smart in choosing good ico, i will share some of my experiences regarding choosing ico, the following should be thought out
1. His team is experienced
2. have a community that people follow
3. roadmap
4. whitepaper
the key is do not be lazy to read

- working product/prototype
- good whitepaper
- solid team
- good ICO structure (low hard cap and most token distributed)
- active community

People do have different ways on seeing things which they do made their own standard to be applied regarding into their choices. For me i do always recognize projects that are serious ones to those who have already a working product if they havent then i do usually check out on realistic proposed ideas towards it. If i do saw devs are known and active regarding on the project then i might really consider it.

Many actually know the ICO is really serious or not, In my view. The serious ICO is viewed from the concept and purpose of the project itself and of course the project team that should be seriously considered. If the team manages the project well and correctly always responds to the other people's fears it can be said that they are really serious.

Friend, I am sure if you read many of the threads on this Forum, you will find many answers on your question. The main one is to look through the whitepaper ALWAYS!  Find ALL possible information about the team member and their past. It will help you.

check out the team members and the advisors - best way via linkedin. Then check out the community - telegram ( be aware that there are services providing telegram members for cheap ). The ico should have a MVP, the times when only a wp was enough are long gone. Check out some ico rating services ( be aware that almost all of them are getting paid for promoting icos ). Use discord or some other way to try to chat with the devs. Good luck
