did I get ripped off? What recourse do I have to recover?

What wallet did you use? Did you select the correct denomination of Bitcoin to send?

Some wallets like Electrum display the BTC amount in mBTC(milli-Bitcoins) instead of BTC itself. You might have sent 0.0386mBTC instead of BTC. Check your client. You can search your transaction ID on blockexplorer.com and it should show you the amount sent in BTC.

If the transaction showed that 0.0386btc was sent to the receiver address provide him the transaction id or you post it on here first so that you can get the require help needed because the receiver might an exchange address which may charge the receiver address for deposition fee.

You alone can identify if you are ripped off or not. As Ognasty said, show the TXID so we can see and verify if you sent the right amount. There's no way to recover those sent bitcoins, you should know that bitcoin transactions are irreversible. Once it is sent, you can't undo it. I guess the receiver is just trolling you around or he/she has a blurry eyes.

It's a way to track bitcoin transaction. May I know what wallet do you use? As ranochigo said, maybe you sent 0.0386 mbtc instead of 0.0386btc.

If the transaction is confirmed, then it is likely you were ripped off, unless you typed in the wrong wallet address. The only way anybody is going to be able to tell you for sure, is if you post the intended address, and a link to the transaction on block explorer. Usually the transaction would show in their wallet, even if it isn't yet confirmed.

I think OP already resolved the problem he did not post here the transaction and i think it his own fault, and i do not think he get ripped off because he can easily depend himself by showing the transaction ID to the receiver. That is why nothing to worry about this issue.
