You can do that by simply transferring your local fiat to your account, then you convert it to bitcoin either through your local exchanger. Thats all, you then have your bitcoin to transact on.

You should understand many people in the USA try to hide their investment from IRS, so your "fiat to account" scheme is useless flood here.
