It's not the only exchange, I believe even Binance and CEX.io did the same thing. A lot of people are joining the crypto scene so these exchanges can't keep up with the growth. You will have to wait until they make an announcement. If you are thinking about buying an account, don't because If you will get your account banned and funds frozen.

Bittrex issues a waitlist form for those who are interested in making a new account.

Although we all know that their customer support is kinda slow in terms of responding tickets, it will not harmed you if you sign on the waitlist form.
