This is not a limitation of bandwidth. You are likely daisy-chaining too many hubs (A hub is not defined by how many physical boxes you have for usb hubs, but the chips inside. Typically, a 10 port USB hub has 3 hub chips, daisy chaining off of each other in series). You can only daisy chain 4 hubs. Any more beyond that are inoperable. You could, however, plug in a 10 port hub, and plug in 3 more USB hubs to the original hub, but only on the 3 closest USB ports to the incoming USB cable, due to daisy chaining limits. If you plug in those 3 hubs to the 3 middle ports, the last 4 ports on the 3 usb hubs would be inoperable. If you plug the 3 hubs into the last 4 ports, the 3 hubs will have 7 inoperable USB ports.
Also, there seems to be a different limit when connecting a USB 3.0 hub to a USB 3.0 root port (I was only able to get about 17 devices total connected on USB 3.0 while respecting daisy chaining limits). This limit is gone though if you connect a USB 3.0 hub to a USB 2.0 root port.
