What are fee's like now?

I have $30 in Burstcoin. Only way I can see to get a egift card is to use BTC for my situation. So, If I sell burst>btc, is fee's gonna take 99% of my funds?

It depends on what exchange you're going to use. I highly doubt the exchange fee is going to be as high as 99%. Or if you're talking about bitcoin's current transaction fee, you can transact fine with sub $1 fees. Depending on how urgent you want the transaction to be confirmed.

Where can I trade BTC to visa egift card?

I was thinking of using poloniex.

Unfortunately I really don't know as I don't personally buy gift cards. A quick Google search says that you can buy Visa gift cards on Paxful[1] and on eGifter[2], though I really can't comment if they're the best places to buy as like I said I really don't purchase gift cards. Try at your own risk.
