Dear all,

My friend is living in Guatemala and he wants to know whether it is possible to use his VISA card to top up his BTC-e account with USD?

If yes, please provide steps on how to do it.

I don't think so (not sure though).
But if you register, you would know it for sure.

Credit Card can be charged back. So, I think that a Wire Transfer would be required.

You cannot deposit now on btc-e using visa. Try searching in the marketplace there could be some sites that accepts visa directly. Or you can just create paypal, payza or moneybooker account then top it with your visa after you have balance you can then exchange with bitcoin in the marketplace.
