I'm getting 29.xx with my Asus RX580's after Anorak.tech bios mod. I'm not even "tweaking" the bios; just downloading already modded ones. Hell, the Sapphire RX570's hit 30.1x Mh/s. Wish I would have bought more. I'm just now getting around to GPU's that have been sitting in Newegg shipping boxes for a month waiting to be opened and modded.

Use Display Driver Uninstaller (DDU) V17.0.8.2 to remove the previous driver , then install the blockchain or any other driver

Just search anorak bios mode on google and flash it with atieinflash but before save your original .rom in case you fuck it up you need backup.
After flashing with anorak you should get at least 30.5 with that card

What do you mean it cannot start?
No POST on Windows or BSOD? Did you use Safe Mode when DDU-ing? Does your RX 580 have dual BIOS switch?
Give us some more information on your problem please.

First of all, Same as the other people here suggested to you, clean your previous driver using DDU.

Then download Radeon Software Crimson ReLive Edition Beta for Blockchain Compute, use this driver version.

If you plan to modify your GPUs bios, do it yourself with original bios. Remember, it not safer doing something like this:
