25 LTC w/ surface defect and ANACS

This coin graded at MS67 in 2014, it has a surface defect yet scored higher than any other in my batch. Is this a case of random grading or does MS67 make sense for such a coin? Anyone seen more of these with the same defect?

That is actually less of a "scratch" and more of a die discoloration.  As you can see from the coin part of it is proof-like (shiny), while the high points are matte.  That is due to the way the coin maker prepares the die from which these are cast.  The proof areas are highly polished while the matte areas are left alone for the most part.  After a number of strikes the matte areas can start to show some discoloration like this.  That is why several dies are used on coins of high runs, but one like the LTC 25 was likely a single die.  So the ones struck towards the end will show surface discolorations like this.

From a grading standpoint it is not necessarily considered a defect that would seriously impact the grade.  At the same time a coin showing this discoloration might not achieve a perfect 70 grade, but it doesn't mean it deserves less than what it received.  Keep in mind that grades are an overall average of what the grader sees.  So maybe everything else was perfect, or near perfect, but opted to give it a 67 due to the marks you pointed out.
