The Illinois blockchain and distributed ledger task force presented “Final report to the General Assembly” where it has outlined the use of blockchain technology in the state’s inter-government operations. The state intends to use blockchain to manage state resident identification, tokenize assets and reduce entitlement fraud.

I don't think a block chain will be used in the end. A block chain can be useful for an organization of peers, but I think it has any value for a hierarchical organization. I think that the misconception is that a block chain is necessary in order to implement cryptographic validation.

All these organizations that want to maintain the integrity of their data should just use Factom.
