I have BTC on Electrum, i want to send out but i don't know why you said Insufficient funds.

What is the requirement?
How much can i send out for Electrum to accept?
Take into consideration fee?
How do i adjust?
What fee is required?
How to solve?
I send all the coins in Electrum, can't i?
Or do i have to type an amount minus whatever FEE?
I have only 0.06483528

See here for possible reasons why you are getting this error. If it's a fee issue you can try setting a fee manually.
