The two options have equal chances of looses and gains. Though in terms of market distortion panic sellers tend to set the entire market ablaze and put the market into bearish mood than the panic buyers who tend to bump up the bull-run that end in bull-trap, this is my sole opinion.

panic buying is when people are afraid that the coin will continue to grow and the person will not have time to earn on this coin. as a result, people buy coins at the peak and then remain without their money. it's even more dangerous than panic selling

That's a fake signal and it can't be trusted, many of these scammers are creating it to fool others. The paid signal just another trick to fool the newbies. Just try to do that with your analyzation and it's much better rather than try to buy that scam signal.

From my point of view right now if you are going to sell your coin panic ally than you are in total loss because you are selling at bottom as market is very bear.
But if you want to buy than there is no panic to buy coins from bottom, so we can say there is a good chance to make profit when you buy coins from this dump.
