If someone wants to SELL me his bitcoins, and wants paypal for them... what should I do?

I would never sell my bitcoins for paypal, as I have been reading about how bad that is with chargebacks and what not.

What's the best way to pay this guy for his bitcoins remotely?  Some sort of escrow?

Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

If you are sending paypal, you don't care: he can't charge back the btc transaction.
But you should be careful:

does he really owns btc? Is he a scammer?

Yes, you should ask him to escrow the bitcoins with a trusted escrow here, and then send him the paypal funds, then get the btc.
Otherwise, you might never see the btc
