It is not good time to invest in ICO. Because market trend is towards downward so no body will invest in ICO. Bitcoin and Altcoin are available at its lower price. So invest in market not in ICO.

for example what do you consider when invest in an ICO?
I look at:
1) team. 2) liquidity. 3)quantity of money the want to rise. 4) expected market cap. 5) feasibility of the project and some other aspects.

A year ago was a decent year for ICO's. Presently Hardly we locate a typical quality ICO. Since as much as time goes hard to discover new thought and a decent group. I've been searching for ICOs for a few days and there seems to be many cases of scams and hacks which kinda scares me. Obviously, there is no 100% certainty which is going to be a successful one but is there any way to identify which ones are at least going in the right direction? The first one I looked at was Mossland's Whitepaper and they seemed good with solid community. Or should I just buy BTC or ETH? Any suggestions and ideas would be very helpful!

There is no bad time to invest in ICO for me, all always good. But the problem is, there are good and bad ICO's.
You need to know well what is the ICO that you want to participate. If you don't do observe before, you can get scammed.

IMHO now a good time to take part in a good ICO. PRice of ETH and BTC is low and in few weeks/months it will cost higher to participate ICOs. But it is still very risky to come in Crypto now) But without risk there is no profit in crypto)

The only way to stay safe is to search a lot about them before really investing. It's hard to choose one that succeeds because if the good ICOs fail. thats right. i agree with it when you say that there is no timing or specific time when  investing on an ico but not just in an ico but also to some other types and forms of investments. we dont really need to based on time because all the time is the best time for investments as long as you already have a capital to spend on. the clock is ticking verry fast , thats why we should also act quickly in order to join the ride because cryptos are like a roller coaster , they can always go to the top and then go thru the bottom.
