There is no "best" time to invest in ICO. It's more like investing into a good or bad ICO.

By good ICO you should understand: clear roadmap, team's experience, inovation degree of the project, social media activity etc.

As long as you found a good ICO, then it's a good time to invest in it. Good luck!

I've been searching for ICOs for a few days and there seems to be many cases of scams and hacks which kinda scares me. Obviously, there is no 100% certainty which is going to be a successful one but is there any way to identify which ones are at least going in the right direction? The first one I looked at was Mossland's Whitepaper and they seemed good with solid community. Or should I just buy BTC or ETH? Any suggestions and ideas would be very helpful!

From my experience I can say that the matter is not the proper time but the matter is proper ICO to invest in. Because even during the hard times when ICO will be good and strong enough it will be a good time to invest in that project.

Market seems to be recovering a bit. I have been following Stellar and Stellar-related tokens. Stellar is on the rise because of the prospective Coinbase listing. Up by more than 50% from the level a week ago, and it will continue for sure.

Found an interesting, solid project, experienced people, with their token issued on the Stellar blockchain: AXU of argentas.io. They seem to have ANN for their community-oriented presale too https://bitcointalk.org/index.php?topic=4431900.0 Financial blockchain, solid idea & white paper, thinking of putting in some. Just too low profile so far, but it definitely is a hidden gem in my opinion.

Of course one has to diversify between tokens, not to put the eggs in one basket, but this one looks to be worth the risk with presale price 0.4 XLM 50% less than the ICO price later, so together with the underlying Stellar price going up, looks to be like a sure winner, gains soon in pocket I believe. And I do a lot of research on these projects, so I believe this one is a good bet. Following some EOS related projects too along with other Stellar projects, maybe finding some there too.

Why I like ICOs so much? Basically it's a free money. You put some ethereum into it, wait few months and get a solid 30-150% profit for doing nothing. The risk is pretty small if you research well and only stick with top ICOs and avoid small town scams with shady actors.
When BTC is going nowhere, ICO is pretty good way to park some of the portfolio.
