I recommend investing only in those ICOs which have at least an alpha verion of their product, not just a concept in the whitepaper. If you are a newbie and do not understand much about investing in ICOs to make a profit, then you should not invest in any project. Because investing in ICO projects carries a lot of risk and I do not encourage you to do that.
You should buy some altcoins and make a profit. It's a safe way to make a little profit, but it's safe.

There is never a bad time to invest in ICOs but the problem is where to invest. We all know that ICO will give us more returns than bitcoin in the short term, but do we all know where to invest? No! Had we all known this, we all would have been millionaires by now.
It is a very risky bet to invest in an ICO. Even if the project looks good it ends up falling. I remember buying Hero token for 5$ a piece, and its current price is less than 1$. That project had raised 40mn$ and still failed.
So, it is always a gamble when you take part in an ICO. I have lost my trust in ICOs and I prefer investing in the famous coins.

Yes i think this is good time because lot of investors are coming in to ICOs and hard caps are reaching so quickly. So now its best time to invest their and earn good money in 2019 when the crash will be no more. Just take a look at projects like Treon, Ubex and Liven. Analyze the ICO/research the company capabilities, know the team behind the projects must be reliable and suitable as what they showcases.
