It is so annoying and frustrating to see that ethereum blockchain as famous as it is, is experiencing fluctuations in transaction fees , also with the pool of ICO going on, on the network. So my question remain the same, will there ever be way out from this issue?

Bitcoin is facing similar problems with the transaction fees and has implemented segwit and now is trying the lightning network.
This is happening because the users of the coin are much more than some years before.
I suppose that if needed, Ethereum could issue something similar to his coin or develop something much different.
I think you have not to worry about these things, as long as there are developers supporting Ethereum (and believe me there are many of them) there will be always solutions to the problems.

This problem is indeed observed. And the recent cryptocotics confirm this. The etherium team is working on scalability of the network. And maybe this year they will solve this problem. We can only wait.
