I saw a youtube video about bitcoin wallet and he said you can't see your bitcoin or send or receive until the bitcoin-qt download all the blocks.

If you are gonna spend them after you get them just use a blockchain.info wallet if you are gonna hoard them use a secure QT wallet or a paper wallet

thanks for the answer, does this apply also for litecoin-qt.
but if i create a new address before the download of the block it will receive coin, but i will not see them until the block downloaded is this right?

It will show up as pending but you wont be able to send it until you are in sync. With a block chain wallet you dont have to download the block chain and it will post in a couple min if not instantly.
I think the only lite coin wallet is QT but I am not sure

True, just use a blockchain.info wallet, no need for download of the block chain. but the online wallet not 100% safe. Its not 100% safe but its pretty secure and hasnt had any real problems. Do not use an exchange to hold your coins, ever. I use blockchain.info as my online wallet. I have a Yubi Key as a 2-factor authenticator so its pretty safe.

The only safe wallet is your own personal wallet that you have the keys too, and that system that holds the keys is not connected to the internet at all.
