You need to specify the condition of recruiting a bounty manager.
More so, your contact details need to be provided after spelling out
the terms of service.In case it requires negotiation from both parties,
there should be a provided forum from the supposed employer so as to
enable prospective bounty manager connect, interact or discuss with you.

As far as I know, there's no requirement and it's entirely up to the project owner to choose who will manage their ANN or Bounty thread. But it's also a common sense for those who will apply for such position to examine yourself first... ask yourself if you're really fit for such a job.
