Trying to figure out what the repository for Bitcoin is?
I found this one:
ppa:stretch/bitcoin
but it only has 0.3.23

is that it, and it just hasn't been updated yet, or did I get the wrong one?

AFAIK bitcoin does not have an up-to-date PPA, only the binaries-in-a-tar from the site

Bitcoin Core developer [PGP] Warning: For most, coin loss is a larger risk than coin theft. A disk can die any time. Regularly back up your wallet through FileBackup Wallet to an external storage or the (encrypted!) cloud. Use a separate offline wallet for storing larger amounts.

I just submitted the 0.3.24 to launchpad but there's a 13 hour queue for the build machines (https://launchpad.net/builders), so give it until tomorrow and you should be all set.

I noticed the new release a couple of days ago but only have time to update this stuff at weekends :/

Cool, great to hear this.
