I need to receive payment via paypal the transfer of goods and services, after what time can I use this money? if I have a verified account without a history. whether it will be entrusted withholding small amounts of $ 100-300, or large sums of $ 500-2500. also I'm wondering if there is a hold transfers on the business account?

If this is the first time you receive money, it will be held in 21 days before being released. And when your account gets a large amount money, sometimes they will hold it and ask you to explain it.

If you have a verified bank account linked to your pay-pal account,
I don't see why you should have to wait to transfer any money, has
soon as it hits your pay-pal account.
Assuming that both your pay-pal account and bank account are verified.

There is no fee to transfer paypal funds to your attached bank account.  Not in the USA anyway.  And there is never a fee to use paypal to purchase goods or services.  The fee is charged to the person who is selling the goods or service that you are paying for.

I am not aware of any rule that states this. Maybe it's a law in your country concerning bank accounts? I have transferred funds from my Paypal to a bank account and it only took 2-3 business days. And a fee. That's all. But maybe it works differently in your country.
As for transferring from Paypal to Paypal accounts, I think the funds are instantly available for spending. I never had an issue.

If it's a new account, this is normal.  Sometimes they do it, sometimes they don't.  I've had it happen with a new account though.

You must to verify before that if the country of registration of your paypal account is accepted by him or not if your country don't accepted by paypal you can receive payment

PayPal reserves the right to hold funds for up to 21 days, especially if you're a new account.
