Is there any place where I can find and objective definition of what constitutes an abuse of the system?

a) Meriting "too much"?
b) Mutually sending merit among users or groups of users?
c) Sending merit to accounts that seem to be linked by exchange of tokens?
d) Meriting to ANN threads?
e) Which other cases?

Who is going to decide if the abuse is considered as such? That is, is there a "jury" and an "appeals process"?

Please point me to any link or resource if there is any. I do know that merit should be sent to post that are "of quality", but I am asking for something specific.

You  should use common sense for finding the abuse. I made a thread regarding this https://bitcointalk.org/index.php?topic=2827385.msg28971105#msg28971105. You can use the tips listed there and help the forum by exposing the abusers.

I started my own gallery of members begging for merit, and I put these members on ignore. This probably doesn't have much impact on them, as I have no official position on BitcoinTalk, but it's my contribution to the containment of merit abuse. I'm afraid that I am judge and jury in this, and there isn't an appeal process.

I really think there are enough Merit threads, and we really ought to move on to the next trendy topic. Smiley

That next trendy topic will come into existence once we have an official thread regarding changes in current merit system. I hope admin makes it more tougher for spammers.

All the cases you mentioned are suspicious. I am sure they have other ways to track abuse as well which they might not want to disclose.
