A lot of exchanges and services are claiming that they want first to have 0.16.0 released before they start to implement SegWit. I want to know why is that? the current core version have SegWit enabled through console AFAIK and since they are most likely running their sites, bitcoind in Linux machines etc. they should be familiar with consoles and commands so why would they need the GUI?

As short as stabability reasons.

Of course, Segwit is optional.

I used to test with BIP49 HD wallet, it seems need more adjustments...

What do you mean by stability reasons? some services and wallets already implemented SegWit so I'm pretty sure that it had nothing to do with stability.

Everyone is waiting for him to jump. I'm sure right now many bought bitcoin or even some are still being purchased and they want to sell it as soon as possible.
