It doesn't look like you are getting any response and I honestly wasn't planning on responding myself, but I wanted to at least give you the very minimal amount of info I can offer on the subject. I would not take my word as gospel, I have been wrong many times in the past, but you asked so here is my opinion. I have never used telegram, but I know a few people that use it legitimately for trading; the only legitimate trading "channel" I have heard of is run by one of my personal friends and they charge a monthly premium for being a part of their service. He has just begun running a telegram channel, and before that he ran a Skype room, live conferences and things like that for trading signals and strategies.
Right now, this friend is doing signals for bitcoin in telegram, however there is no SELL signals, only BUY signals (which might be the right idea for Bitcoin). Other than my friend, though, I have seen mostly scams, false-advertising and money-grabs taking place. So, the short answer is no I don't use it, yes there are certain rooms that are legitimate, but no you most likely will not find them; you will most likely end up either getting phished, scammed or disappointed by a misleading "expert". Even my friend makes mistakes and has bad days, he's been running his service for years and there is always new customers if that tells you anything. Most people, even when following successful traders are not successful themselves, so even if you do find the right room you still might come out at a loss.

What I'm looking for, is a better way to find out about ICO exchange dates. That is, I'm looking for some kind of way to find out when an ICO finally goes on the exchange. How do people generally do this? Just monitor the ICO's twitter page? There must be some kind of way to know, even if you do have to find out on the same day. There are a few ICOs I'm interested in, but I just can't invest unless I find out how people are learning when it goes on the exchange.
