i think I know what is the reason with your low hashrate
have you turned off P2 state for your nvidia cards?
cause if you have not then they will not give you maximum performance
though I do not know how to turn it off in your OS, if will work on windows then just use nvidia inspector

All my cards are in P2 state whem mining. I have tried so many things, P0 state doesn`t stick, always mines in P2.
