I interested in bought this bitcoin miner "Block Erupter Sapphire".
But my question is, how it works? I plug it into a USB port and works?

The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

Basically yes, IF you install some kind of mining software like cgminer.

But, the use of this hardware in my pc, when I mining bitcoin.

The question is:

Once I connect the USB-miner, and put the cgminer to mine bitcoins.
This will make my CPU usage up to 100%?

  It has no affect, you can choose to only mine bitcoin with this USB port ONLY.  You don't have to mine with CPU or GPU.  Just plug it in, install a miner, get all that stuff, and you're ready to go.

no, it will mine on the usb, not cpu
