Its a good news but I don't think  the news will force Ripple pump.
There are some news about new famose partners of XRP on January but price was down. And now trade volume are not enough for pump Smiley

And if kinda 80% of UAE people are not UAE citizens (just a guest employees and workers)  it is conceivable how many transfers will be paid.
