If you want to implement a pre-mine you should change the title of the Ann.

Or you can choose to get a 3% from every block rewards. Personally I prefer % form block rewards than a pre-mine.

Maybe start the dev pool with a higher %? I'd be willing to mine with a lower reward until the goal is reached. Others may just go to other pools, though.
