I think you can not judge the project just based on its price. Do you have another reasons to think it is scam - is devs still active, any communication with community? Any updates on github? If you are talking just about price - no, if price drops it doesn't show that project is scam.

I think it's not a scam but now all coin prices down include eth and bitcoin so just be patient, wait for the price to go back to normal
