Currently mining litecoin using a Detritus style open frame case. The GPU in question is a R7970-2PMD3GD5/OC.

Does this look normal to you? I'm referring to the GPU Temp and the VRM Temp?

I'm getting about 80-82 degrees under max load with 80% GPU Fan Speed.

I was under the assumption that the VRM Temps should be higher than the GPU Temp.

Is this a card that I should consider RMA'ing?

When its running fine, then why RMA? You would get it back with no change because its still running fine.
