If you would like to start an ICO and have no money to hire a team, then you should have a strong vision, write a good white paper, tell people what you want to acomplish, what market you wanna reach what exactly you want to create and most important how are you gonna make it? Then I think you will find a team to work with.
Good words, but not everyone has a vision, even a weak vision.. so for newbies I would advise - take part in bounty campaigns.
Doing ICO just for the sake of ICO is pointless, even though there is opinion now that lots of people are raising tons of money out of nowhere, majority of investors will think where to invest.
To have good marketing and all the tech, law and other parts of team you'll need to have at least $100 000, do you have such funds?
And those who have real idea and have some money they can just start developing product and not use all the money for preparing for ICO
