Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

I was communicating some with OP the other day and when talk of escrow came I never received a response. If he is willing to escrow I will buy 3BTC. Escrow must be an established member, preferably someone who has held funds before.

For sure there is a language barrier. I sent him a link to Johnk for escrow and one for danny. I would insist on one of them for this transaction.
