he must be hiding because he should not have a license or any other document that allows him to operate an exchange and must be hiding because he can steal people's money and disappear.

I will not trust this site even a single penny from me. Besides from the sources posted above, they don't have any information on the internet yet and even any active social media accounts.
And don't have any contact information like email except their site's support which I'm afraid of. To sum this up, stay away and use some trusted exchange instead. 

Seems it has good arbitrage opportunities.

And there's no arbitrage opportunities in that site I tell you.
