He's not trying to cheat the campaign, rather he's jumping between campaign with two days gap between your campaign and the other one, although I did not like this kind of behaviour too.
This kind of behaviour will only waste the manager's time and should be punished, but I don't know whether this behaviour deservers -neg or not.

Maybe campaign managers need to enforce Yahoo's ettiquette Roll Eyes

For the future, make sure to check your potential participant's post carefully and make sure not to enroll those who keep jumping between campaign

Don't want people to jump? Offer them good payrates, simple as that. It's not the best to leave without informing the manager, but it's way different from trying to cheat.

He should have not applied if he doesn't want the rate and he is already accepted before applying to the other signature campaign.
Should have given the slot to another person.
