I can send coins to whoever I want, I don't have to know him he doesn't have to know me. And you can do the same.
This doesn't mean the owner is still active.
It simply means people want to spam that address, for tracking, for creating dust...for fun.

Maybe he was just holding his bitcoins. The fact that it is receiving satoshi means that the wallet is still alive and I think he jusy waiting the opportunity for the bitcoin to increase for him to gain more profits.
My conclusion is that, the person behind that transaction is a whale and for sure, he just waitin a moment to sell his bitcoins.
