Hello! We are going to present a new Aeneas Koinon - concept very soon. Be patient a little.
Work hard and succed! Today 2021.07.02 I announce the creation of Aeneas Koinon - a digital federal republic without territorial claims. The countdown to the history of Koinon begins with the publication of the Constitution of Coinon - the Syntagma of Aeneas. According to this document (and my will), I declare myself the First Diarch of Coinon (one of the two leaders-axiarchs) and I will rule it alone until the council of axiarchs is formed and is able to nominate another candidate. I will grant Koinon citizenship alone. Who will accept the ideology set out in the Syntagma and express a desire to become a citizen of Koinon Aeneas - wait for quick quests!
1. Preamble
Aeneas project is an open-sourced general purpose blockchain platform founded by Anton Kobrynets in 2017.
Aeneas Koinon (hereinafter — Koinon or League) is a league of decentralized city-states founded in 2021 as sovereign union state in form of federal republic.
Aeneas Koinon is based on digital assets secured by trustworthy technologies (Aeneas blockchain) and other private authorities, without archaic territorial claims.
Aeneas Koinon Syntagma (hereinafter — syntagma or constitution) — constitution of Aeneas Koinon — is not a legal contract but a present intention of Aeneas Core team, which may be updated arbitrarily.
Syntagma describes principles and Koinon governance process.
The most important task of the government of Koinon is to write the next version of the constitution. This document may or may not incorporate any or all of the interim structures.
2. Beliefs and principles
2.1. Conscious and Subconscious intelligent subject instances in homo sapiens neurophysiology
The way of self-research and all modern science leads to the understanding of the fact that the human mind is not indivisible. The presence of a person's conscious and subconscious levels was noted by famous psychologists for a long time ago, and later confirmed by neurophysiologists, psychologists and anatomists. What is new is the fundamental fact that consciousness and subconsciousness are not elements of one mind, but are two separate entities forced to coexist in one organ of one biological being.
Neither consciousness nor subconsciousness are intelligent in the context of pure intelligence, which Immanuel Kant wrote about in his work.
The nature of consciousness and subconsciousness is based on the transistor properties of neurons to transmit signals and store states, reacting algorithmically to external and internal stimuli, thus, it is possible to generalize and conclude that consciousness and subconsciousness are reaction-organized minds with the difference consciousness instance reacts mostly on external reality, and the reactions of the subconscious are focused on internal influences and deep animal instincts.
Thus, we can say that consciousness is like a biological mirror of reality, and the subconscious is like an algorithmically programmed animal.
In the process of its development, consciousness more and more accurately demonstrates the ability to model reality, and there-why embodies the human ability to be civilized, in contrast to the animal subconscious, which, as a rule, interferes with it.
Understanding all of the above is a prerequisite in order to become a citizen of any polis of Aeneas Koinon.
2.2. Fundamentals. Where principles conflict, the first stated takes precedence. 2.2.(1)General-purpose computing is an essential tool to unlock the power of
individual creativity.
2.2.(2)Ownership, privacy and control don't need to be sacrificed in exchange
for usability, accessibility and reliability.
2.2.(3)Informed and conscious crowd is able to maintain own community sustainable development through the the Internet Engineering Task Force (IETF) principles of sincerity and rough consensus. The ability of the engineering community to govern itself through republican forms is not an abstract theory; it's a proven fact.
2.2.(4) Free speech and individual accountability both are valid. Healthy network is one with diverse and well-defined communities, and clear, user- controlled, boundaries between public and private space.
2.2.(5) Code and law can reduce conflict in the common case.
2.2.(6) Digital independence is independent control of your own account, funds,
digital assets, NFTs etc.
2.2.(7) Code is law. Wherever possible, the rules of Aeneas must be executable as code. Wherever possible, code must be self-enforcing. If not, it must be perfectly defined. If not, it must not be stated.

Sovereignty is conserved. Even where code is law, exceptional situations demanding effective collective action will always arise. There must always be a collective authority to solve these problems. Two known problems in Aeneas Koinon that require central authority are approval of software updates and activation of the network. But there will certainly be others.
2.2.(9) Purpose of collective authority. Koinon is federal republic. Its government has one task: promoting, preserving and protecting Koinon. It may take any legal action which advances this goal. Any other actions are ultra vires, out of scope.
2.2.(10) Decentralized control. Aeneas Koinon should never fall under any kind of central control.
2.2.(11) Property is contingent. Property rights are contingent and accidental, not moral or meritorious. A property register does not record why an owner deserves some property. Ownership is neither a reward nor a right; it is a fact.
2.2.(12) Governance is by stake. Ultimately, Koinon must be governed by those who own it. In each tier, equal stakes must hold equal authority.
2.2.(13) Aeneas Koinon is NOT content-neutral, due to 2.1 (Conscious-oriented minds). As a digital network protocol, Aeneas Koinon is part of habitat of human beings and should NOT break main biological and neurophysiological principles, which breaking could bring eiser personal harm or be harmful to all Koinon community.
This means that we are not tolerant and do not accept many norms of modern society, such as gender equality, sexual preferences different to those which provided by nature, manipulative political activity, and much more, what influences on the subconscious of Koinon citizens. The reason for this statement bases on natural architectural and algorithmic differences between man and woman brain and neurophysiology algorithms.
Mistake of tolerance in this field makes people vulnerable to themselves and both to each other.
