Use Ian Coleman's BIP39 tool: https://iancoleman.github.io/bip39/

Remember to download the page and run it in a Tails live CD or an airgapped computer.

Paste the BIP 32 root key in the field provided.
Make sure you're using the correct derivation path.

It doesn't have to be Tails as long as he is running any Live OS without internet connection he should be safe.

Unfortunately the support is the only one able to help you in this situation.
Either you remember the password which you unintentionally(?) set or you somehow convince the support to help you.

You should always backup recovery phrases on paper (offline).
Never store backups on digital devices (especially not on devices which are connected to the internet).

Did you already try to recover the files from your harddrive?
This would require an image of your harddrive on which you can try to recover those files. Never work on the original drive.
Create 2 images and work on 1 of them. If you somehow 'destroyed' an image, copy the second one and try it again.
There are quite a few toolkits available for forensic/recovery work. You have to find the one which suits you the best / helps you the most.

I'm sorry sir.. i shouldn't blame the support..

my apology for that statement..

well actually sir, i used to bring my netbook to a technician, they said, its impossible to retrieve the files from it (hard disk was not working)

everything was new to me since i started this fintech, at first i dont know what are the things to do..

but sir, in my situation now, is it possible to have my 12 recovery pass phrase using my blockchainwallet account ( that has secondary password)?

If a 'technician' tells you its impossible to retrieve files from a corrupted hard drive, he doesn't have a clue what he is talking about.
I would suggest you either read a few tutorials on how to create an image + use recovery software or you visit someone with a real knowledge on how to recover corrupted/lost files.

As far as im concerned the secondary password is for sending BTC only. Is that correct?
If so, you should be able to log in with your main password and export a backup (seed) ?
Do you have access to your account/email? And did you already try to export your private keys ?

The (unfortunate) short answer is that there is not much you can do. Undecided

As mentioned when you set the secondary password in blockchain.info wallet... there is NO way for support to either reset or remove this password. Also, they cannot tell you what it is:
Quote
Second Wallet Password
For additional security, you can choose a second password that is asked whenever you want to spend your funds. Beware that there is no password reset functionality

Additionally, this second password is NOT just for sending funds. It "protects" basically any sensitive data in your wallet. So, you cannot see/do anything in your b.info wallet relating to private keys without the secondary password... this includes exporting keys and/or viewing your 12 word backup phrase.

Your 12 word backup phrase is meant to be your emergency backup in case you lose your wallet-id or password(s). Unfortunately, it would appear that you, instead of writing it down on paper, you chose to back this up on your netbook, which has now suffered a hard disk failure. Undecided

Data recovery from failed hard drives is sometimes possible... but can be costly and difficult. A lot depends on how/why the drive failed. If possible you should research data recovery specialists in your city/country and see if they are able to assist. Note that in a lot of instances, unless you are attempting to recover a significant amount of BTC from a wallet, the cost of data recovery can vastly exceed the amount contained in the wallet.

TL;DR - Without either your second password or your 12 word backup phrase, your funds are effectively "locked" in your b.info wallet. You will NOT be able to recover them without one of these two things. Undecided

Probably too late, but:
1) You shouldn't touch your HDD if broke and you want to recover important data (which you should have optical/etc. backup anyway...). You likely damage the data by trying to repair.
2) Remove the disk and send it to some reputable data recovery companies, like this one (one of the oldest in the field):
https://adatmentes.kurt.hu/en/data-recovery-process/

As HDDs use magnetism your data is there, you just can't access it. With proper tools it is highly likely can be recovered full (assuming the aforementioned tech. didn't screw it up)
