I have wondered this aswell. I believe it is just a mirror incase bitcointalk.org gets ddosed etc. Do note that it is in no way affiliated with bitcointalk.org itself, ( check who.is etc.).

I doubt it is used for phishing since their login captcha doesn't even work. I'm not a 100% sure though so click on your own risk : https://bitcointalk.org/index.php?action=login

If it is shouldn't there be an announcement somewhere? like a sticky pin on the forum header?
I never enter information there man! It's fishy exactly the same and there isn't any announcement made by officials.

Last I heard they will steal your login info if you do log in, then come back and pull a scam on you. NOt sure though, but best to avoid

I came across to that site long time ago last three weeks I guess can't exactly remember when.

But when the javascript to fight bot isn't working it raises some suspicion (on my side), I deduce the site full intention is to have your login credentials.
or it might have some coinhive script to profit from the forum clone itself, however upon checking it also have the same xhtml front-end not sure in back-end you can see a small difference like the news we are seeing in the mainpage..
