I'm pretty sure that if they are smart enough to setup this whole scam, they are aware of how to cover their tracks - VPN,TOR, etc.

you can always get caught no matter what TOR or VPN you use
just depends on how deep investigations want to go

only way to hide from getting caught online is dropping your internet access completely and not be connected at all
and yes not even have a mobile phone either
pretty much live in a cave somewhere

The last scam I saw was Dual2s and the even deleted the ANN.  Wonder why this is still up.

Sorry to bother guys..but this SCAM thing is getting better and better every day,like this project SALEN -> https://bitcointalk.org/index.php?topic=3019062.180 If you guys can crop something in SCAM Alert as a warning, so in the future other peoples can avoid this kind of projects.So sad seeing this on MN projects and this kind of dev's,really sad .

I think ANNs should be centralized and checked to be scam or not

I think there must be a rule for new ANN's. THe Devs have to give their Full Addresse or there must be a deposit for ppl who buys MN's and try to mine these kind of new unknown (possibly scam) coins. The dev first give a deposit for a trustable escrow. And then let them to open an ANN topic.
