Not that I know of. You could look for a private buyer to do such a thing. You can check out either the services section or the marketplace sections of the forum and you might have better luck there.

Skrill directly accept Bitcoin deposits via BitPay with 1% fee but there is a chance that you won't be able to use those funds (should be fine with card withdrawals and SWIFT transfers) via skrill card because their bank do not accept crypto related funds. PayPal is closing all accounts with crypto related funds. You should avoid all services that offer automated PP funding.

To avoid less hassle systems by those fiat payment processors and ignorance about their terms, I suggest to have a direct trade instead. Try first at your local section to see if someone might be interested. If no one accepts the deal then you can try on Curreny Exchange section of the forum. https://bitcointalk.org/index.php?board=53.0. Although it's risky, there are ways to minimize it like using a reputable escrow here in the community. I think you already know how to deal with that so goodluck finding one.

Exchanging paypal/skrill into fiat through this forum is somewhat fast, most likely you will get someone soon. But western union and payoneer is a rare thing in this forum, you will get little to no offer for this two payment system. I tried it before, later I moved to localbitcoins.

Paxful or LocalBitcoins. Though for these services you must know that you're going to be the seller in all encounters, and with this selling, you're going to get the ability of people defrauding you due to the scammy nature of the withdrawal methods you put forward. I'd follow what other sellers are doing on these sites and reserve caution.
Goodluck dude! It's a tough world when you get involved with Paypal and Bitcoin mixing -- though it can be profitable if PayPal doesn't ban you and price fluctuations don't fuck you.

Not really sure of that, but I think if you make use of Localbitcoin exchange, the buyers will be paying to your bank account. As for receiving it with PayPal, Skrill and Western Union, you will have to find someone that you will get into a regular business with, become friends with them and make them trust you, while you also trust them. Just like me, ever since I started making use of Bitcoin, I never used LocalBitcoin or any of those exchanges, I sell to a guy I met on a forum, and he’s into exchange business. We’ve being doing business for a while now, and I’m always selling to him. He always sends through any option I choose.

I don't know about it, there are such methods for transactions in localbitcoins, you can try it, you probably sell it for paypal etc, but fee will be very different compared to other methods.

Directly to your bank account is quite easy. You can just use an exchange that accepts fiat. You have coinbase, gemini, and a few more that can be used for this. You can use them to sell your coins, and then send the money to your bank account. Neteller is a viable option as well, to send bitcoin to a bank account. In this case they sell it automatic, you just need to choose the option to credit the account with bitcoin, and they will exchange to fiat immediately, and from there, you can send it to a bank account, or any other merchants that work with neteller (neteller only accepts BTC though, and not ether). As for transferring directly to paypal or western union, I don't know any. You can use the forum, in the exchanges section, and you can find a trusted user that could do that for you, but there is no direct method as far as I know.

there is a website called bitpanda , i don't put the link in here , you can simply just google it , you can change your bitcoins in fiat or buy bitcoin with paypal , visa , skrill etc , recently payza ,another online bank would let you do that too , but they get fees anyway.
