Are Social Media Platforms like Facebook, Twitter, youtube are base of advertising an ICO? Youtubers are asking for such a high fees to promote an ICO related video; Are there any cheaper means to promote an ICO?

I think you get what you pay for in most cases.  If a YouTuber has a half million subscribers, I think they've earned the right to ask a significant fee to promote an ICO (or any product, for that matter)

As for other Social Media avenues, I think Twitter beats out FB, based on personal observation.
