[HELP!] False Accusation from a User

I want to report this guy name zaq130
because of his False Accusation to me that he rated me and commented as a google translator user.

First i would like to tell everyone about on what his comments was the meaning.

現状のMeritシステムはクソですね

せめて、meritの発行数が自然増しないと話になりませんね
後、どちらかというとdemeritが欲しいですね

送りつけたいやつがそこそこいますからね（#^ω^）
