The safest and wastest way is to do a wire transfer to a safe exchange like bitstamp if you are europen (SEPA). Then, you can buy btc at the current market price. It should not take more than 1 or 2 days.

You can buy btc on coinbase.com or btcquick.com if you are American.
Or try your luck here: https://bitcointalk.org/index.php?board=53.0 but you need to be careful.

I have used LocalBitCoins.com, The transactions have gone pretty smoothly. of course YMMV and be cautious.
