POOR is an acronym for Passing Over Opportunities Repeatedly.

Some reasons this set of people remain where they are: Give them something free they will say its a trap, tell them its a small investment they will say they wount earn much, tell them to try it big they will tell you they don't have the money, tell them to try new things they say they have no experience, etc. But ask them what can you do they answer "I can do anything". They think more than a University Professor but do more than a blind man. Reason is simple "LACK OF ACTION". So take action! Explore every good opportunity that comes your way!
Then you will find yourself at the top.
